DRAFT: Constitution of the Kingdom of Union Jacks


This article is a draft. It has not been signed into law at the current time and is incomplete.

Preamble

This Constitution is established in the name of peace, unity, law, and order. It seeks to establish the foundations from which the country of the Kingdom of Union Jacks and her people shall use to build a State that upholds the values of freedom, justice, equality, and international cooperation.

Article I: Systems of Governance

Section I: Legislative Branch

  1. The Country is ruled by a Monarch, hereby known as “His Majesty the King” or “Her Majesty the Queen”.

Section II: Executive Branch

  1. The Houses of Parliament is to be the organisation housing the various departments of the democratically elected Parliament.
    1. Each department of Parliament is to be considered one seat in Parliament.
  2. Each City of the Kingdom of Union Jacks is hereby ruled by an elected Mayor.
    1. Any Citizen may choose to run for Mayor in the City within which they reside, provided they lack criminal convictions and do not intend to move to another City or emigrate from the KUJ.
    2. Every two months, each City runs an election within which all Candidates for Mayor are named on a Ballot and each Citizen may visit a Polling Station and anonymously select a Candidate.
    3. The Candidate with the most votes is selected as Mayor. In the case of a tie, the Monarch must decide on a candidate.
  3. Each City is divided into sections known as Regions, to be governed by a Council led by a Council Leader.
    1. Any Constituent of a Council may choose to run for Council Leader, provided they lack criminal convictions and do not intend to move to another Council, City, or emigrate from the KUJ.
    2. Every six months, each Council runs an election within which all Candidates for Council Leader are named on a Ballot and each Constituent may visit a Polling Station and anonymously select a Candidate.
    3. The Candidate with the most votes is selected as Council Leader.
    4. Cities are to be divided into Regions by the Mayor of the City.
      1. Region borders are not to be redefined for any reason other than changes to geographical

Section II: Political Parties

  1. Any Citizen has the right to form a political Party, and any Citizen has the right to join a Party.
    1. Every three months, a General Election is to be called, and each Party may choose to run in said General Election.
    2. Each Citizen of the Kingdom of Union Jacks may visit a Polling Station and vote for a Party (or Coalition) they wish to select as the Country’s leading Party (or Coalition).
    3. The Party (or Coalition) with the most votes is selected as the Leading Party.
      1. The leader of the Leading Party is declared to be Prime Minister.
      2. Seats of the Parliament are divided proportionally to the total votes each Party received during the election.
    4. Each Party is to allocate its won seats between its members.
    5. All members of a political Party reserve the right to leave said party at any time.
      1. If they are a Member of Parliament, the Party must select a different Party member to resume the leaving member’s duties.
  2. The Monarch has the right to ban any Party for any reason at any time.
  3. The Monarch has the right to call for a new General Election at any time.

Article II: Bill of Rights

Section I: Rights

  1. All Individuals have the right to express any opinion, speech, or other form of discourse as they so desire, without fear of repercussion of any kind from the Monarch, their local Council, Parliament, or any of the named bodies’ Members.
  2. All Individuals have the right to follow any Religion they desire, if they desire to follow any Religion. All Citizens also have the right to choose not to follow any Religion.
  3. All Academic Institutions and their Tutors have the right to teach any material they see fit, and their Students reserve the right to learn said teachings.
  4. Works of art of any medium are not permitted to be censored in any way by any party other than the Artist(s) that created the work(s).
    1. A medium is to be considered artistic based on common consensus and established precedent.
  5. All Citizens have the right to enter, leave, and move within the KUJ as they wish.
    1. All Non-Citizens have the right to enter the KUJ provided they hold a valid passport and exceptional circumstances do not apply to either the Non-Citizen or the nation issuing his passport.
    2. All Non-Citizens have the right to leave the KUJ at any time and move within the KUJ as they wish.
  6. All Citizens have the right to protect their lawfully owned Property.
    1. The Police may only search the Property of a Citizen either with their express verbal or written consent or with the approval of a Search Warrant by a Judge.
    2. The Police may only seize the Property of a Citizen with the approval of a Search and Seizure Warrant by a judge that explicitly outlines what Property may be seized for criminal proceedings.
      1. If the Citizen is not found guilty of the infraction that resulted in the Search and Seizure Warrant being signed, the Citizen has the right to receive their property.
  7. All Citizens have the right to vote for whichever political Party, mayoral Candidate, Council Leader, etc. that they desire without undue and unwanted influence by any outside Party, including and especially the State.
  8. All Citizens have the right to a fair trial heard by a presiding Judge and a Jury consisting of neutral parties.
    1. All Citizens accused of committing an offence are to be presumed to be innocent unless they are proven to be guilty.
    2. All Citizens, upon being arrested must have their rights as outlined in 8.2.1 read to them.
      1. The rights to be read out are as follows: “You have the right to remain silent. Anything you say can and will be used against you in court. You have the right to a solicitor, and if you cannot afford one, you have the right to have a solicitor be assigned to your case free of charge.”
      2. The rights must be read out from a specially printed sheet of paper and must not be read out from memory, or the arrest is considered null and void.
    3. All Citizens have the right to be represented by an attorney, private or public.
    4. All Citizens have the right to refuse urine, blood, or fingerprint testing upon their arrest.
      1. The Court does not have the right to consider the refusal to provide a urine or blood sample as evidence.
    5. All Citizens have the right to fair treatment by his arrestor(s).
      1. If a Citizen is unlawfully assaulted by his arrestor(s), the arrest is to be considered null and void and the Citizen has the right to leave.
        1. If the Citizen resists their arrest or in any manner provokes or attempts to provoke his arrestor(s), this right is nullified.
  9. All Citizens have a right to their Nationality and may not have their Nationality revoked without due cause and the authorisation of a Judge.
    1. No Citizen or Non-Citizen shall be removed from the KUJ without cause, due process, and at least 90 days’ notice.
    2. No Non-Citizen shall be required to rescind any Citizenship or Nationality of any foreign nation to be eligible for Citizenship.
    3. No Citizen shall be prevented from rescinding their Citizenship if they so desire.
      1. A Citizen who wishes to rescind Citizenship must provide a sufficient reasoning for the decision, as well as proof that the Citizen will not become stateless.
      2. If the Home Office finds the reason or proof to be insufficient, the Monarch has is obligated to make the final decision and reserves the right to drop the case.
    4. No Citizen eligible for Citizenship shall have their Citizenship application rejected.
  10. All Non-Citizens have the right to seek and enjoy asylum from any other Nation in times of crisis, be it geopolitical or personal.
  11. All Citizens have the right to refuse conscription on the grounds of health, capacity to serve, or conscientious objection.

Section II: Limitations on Rights

  1. All clauses of Article II, Section I are nullified for entities if they are found to be guilty of treason.

Article III: Citizenship

  1. Any Individual who meets any of the following conditions is to be considered a Citizen:
    1. Any Individual born in the KUJ is to be granted automatic Citizenship;
    2. Any Individual born of another nation who applies for a passport and receives one is to be granted Citizenship;
    3. Any Individual born of another nation who resides in the KUJ for longer than six months is to be eligible for Citizenship.
      1. Individuals under this condition do not have the right to automatic Citizenship.
    4. Any Individual seeking asylum from another nation is to be eligible for Citizenship as soon as they enter the KUJ.
      1. Leaving the KUJ to another country during the enjoyment of asylum is to be considered rescinding asylum rights.
      2. Individuals under this condition do not have the right to automatic Citizenship.
  2. All Citizens have the right to one vote in all state elections.
  3. All Citizens have the right to one vote in all city elections for the city within which they reside.
  4. All Citizens have the right to one vote in all council elections for the council they are Constituents of.
    1. This right only applies to one Residential property.
    2. When deciding which Constituency a Citizen owning multiple properties is to be part of, the property he has owned for the longest is to be used as the criterion.

Article IV: Acts, Amendments, Checks, and Balances

Section I: Structure of Acts

  1. An Act is a document considered to be law signed by the Monarch.
    1. The act of the Monarch signing a law is to be known as Royal Assent.
  2. Each Act consists of numbered Articles, which themselves contain Sections grouping together numbered Clauses and Subclauses, each defining individual rules of law.
  3. Each Act must be structured in the following manner:
    1. A Preamble, which defines the purpose of the Act, to be structured in the format “An Act to [X]”;
    2. A list of Articles each numbered using Roman numerals.
      1. An Act must not include a dedicated section of definitions. Any terms used must either be defined in a Clause individually when a definition is warranted (e.g when defining the legal nature of a person) or must be treated as self-evident.
      2. An Article should not have any text outside of its Sections unless considered appropriate.
      3. When citing an Article, Section, or Clause, Roman numerals must not.
    3. A Change Log describing all the changes that were made by subsequent Acts.

Section II: Amendments

  1. An Amendment is a kind of Act that directly supersedes another Act.
  2. An Amendment must include, in one of its Articles, the statement “this Act amends [name of Act to be amended]”.
  3. An Amendment to this Constitution must be named the “[Nth] Amendment to the Constitution” and must not be referred to as an Act.
    1. An Amendment to this Constitution, for legal purposes, is still considered an Act.

Section III: Executive Checks and Balances

  1. The Prime Minister has the right to call a Vote of Confidence at any time, which all Members of Parliament must vote in.
    1. If an M.P votes in favour of the Prime Minister, he has voted to keep the Prime Minister in office.
    2. If an M.P abstains, their vote is nullified.
    3. If an M.P votes against the Prime Minister, he has voted to remove the Prime Minister from office.
  2. The Official Opposition has the right to call a Vote of No Confidence at any time.
    1. If an M.P votes in favour of the Prime Minister, he has voted to keep the Prime Minister in office.
    2. If an M.P abstains, their vote is nullified.
    3. If an M.P votes against the Prime Minister, he has voted to remove the Prime Minister from office.
  3. If the Prime Minister resigns, dies, or fails a Vote of Confidence or No Confidence, an Emergency General Election is called.
    1. The political Party or Coalition the Prime Minister was part of MUST select a new Party Leader before the Emergency Election begins.
    2. In the intermediary period between the Emergency General Election is called and when the new Party is selected, the Monarch presumes the temporary role of Prime Minister.
    3. Once the Emergency General Election ends and a new Leading Party is selected and seats are reallocated as per the results of the E.G.E, the three month interval between General Elections is to be reset.

Section IV: Prior Legislation

  1. All Acts passed prior to the passing of this Constituion are to be hereby repealed.
  2. Parliament is to strongly consider passing replacement legislation in the case of all Acts that were repealed in the manner described by 3(4)(1).
    1. Parliament is permitted to continue treating all such Acts as valid until a successive Act is passed.

Article V: Departments of Parliament

Section I: Roles and Responsibilities of Departments

  1. Parliament is to consist of the following Departments:
    1. The Department of Culture, Media and Sport is to be tasked with establishing schemes for creating and celebrating KUJ cultural exports.

      1. The Department of Culture, Media and Sport is to use its budget to construct cinemas, museums, sports stadiums, and other establishments in order to further this goal.
      2. The Department of Culture, Media and Sport is to use its budget to pay out grants to independent creators of cultural media.
    2. The Department of Education is to be tasked with establishing, inspecting, maintaining, and improving the KUJ’s education system at all levels.

      1. The Department of Education is to use its budget to construct schools at the primary, secondary, and tertiary education levels.
      2. The Department of Education is to use its budget to inspect existing schools and provide ratings for quality of education and the availability, maintenance, and standard of facilities.
      3. The Department of Education is to use its budget to fund the operation of schools by providing each school with a fixed annual budget.
        1. If a school runs out of budget the DoE may permit the school to exceed its budget by up to one hundred percent, and MUST take action to prevent future budgeting issues.
      4. The Department of Education may permit private companies to establish registered tertiary education institutions.
        1. The DoE MUST NOT fund privatised tertiary education institutions.
        2. The DoE is permitted to nationalise private tertiary education institutions if the institution permits it.
          1. The institution MUST NOT receive any form of payment for this nationalisation.
    3. The National Archives is to be tasked with the archival and preservation of all print publications.

      1. The National Archives is to use its budget to maintain the National Archives facility(ies).
      2. The National Archives is to use its budget to ensure no publications stores in the National Archives facility(ies) is not lost.
      3. All entity trading in the KUJ MUST send through mail ALL publications it sells, gives away, or otherwise distributes to the National Archives.
        1. Any entity who fails to submit any publication to the National Archives is guilty of an offence.
        2. Any entity guilty of the offence described in 5.3.3.1 is to receive a maximum fine of $1,000,000 per publication not properly sent for archival.
    4. The Department of Environmental, Food, and Rural Affairs is to be tasked with ensuring the safety of the agricultural industry, the health of rural populations, and the health of the environment.

      1. The Department of Environmental, Food, and Rural Affairs is to use its budget to draft standards for food safety, production, distribution, consumption, processing, and sale.
      2. The Department of Environmental, Food, and Rural Affairs is to use its budget to ensure the healthy growth of the agricultural and fishery industries.
      3. The Department of Environmental, Food, and Rural Affairs is to use its budget to ensure rural populations have sufficient access to infrastructure to permit the healthy production of crops and livestock.
      4. The Department of Environmental, Food, and Rural Affairs is to use its budget to track, prevent, mitigate, and eliminate diseases affecting crops and livestock.
    5. The Department of Transport is to be tasked with establishing, improving, extending and innovating upon local, national, and international transport links.

      1. The Department of Transport is to use its budget to fund the creation and expansion of new and existing nationalised rail networks.
      2. The Department of Transport is to use its budget to fund the creation and maintenance of new and existing road networks.
      3. The Department of Transport is to use its budget to ensure all regions of the KUJ are accessible by road, rail, or road and rail.
      4. The Department of Transport is to use its budget to invest in the development, testing, and adoption of new rail technologies.
    6. The Department of Work and Pensions is to be tasked with ensuring the working population of the KUJ are paid a fair wage and a liveable pension.

      1. The Department of Work and Pensions is to use its budget to ensure companies pay out liveable pensions to retired workers.
        1. A liveable pension is to be defined by independently estimated living costs as calculated per the region the worker resides in.
      2. The Department of Work and Pensions is to use its budget to ensure fair working conditions for all workers.
      3. The Department of Work and Pensions is to use its budget to pay out a Jobseekers’ Allowance to individuals who were previously in employment.
        1. The Jobseekers’ Allowance is to be capped at £92.05 per calendar week.
        2. The Jobseekers’ Allowance is to be paid for a period totalling up to 182 days.
      4. The Department of Work and Pensions is to use its budget to pay out an Employment and Support Allowance to individuals below the State Pension age who are unable to or who struggle to find employment due to an underlying chronic illness or disability.
        1. The Employment and Support Allowance is to pay out an amount equalling £73.10 per week.
    7. The Department of Health and Social Care is to be tasked with funding publicly available health services and social work.

      1. The Department of Health and Social Care is to use its budget to fund the creation, expansion, and maintenance of a National Health Service (NHS), a taxpayer-funded public healthcare system.
        1. The NHS MUST NOT charge fees for healthcare services and MUST NOT be privatised in any way.
          1. The NHS is permitted to sign contracts with private companies in order to procure medicine, equipment, and equipment services.
          2. The NHS is permitted to sign contracts with private companies in order to outsource medical duties it cannot perform at cost.
            1. This is not an exception to § 5.7.1.1.
    8. The Foreign, Commonwealth, and Development (“FCDO”) office is to be tasked with the furtherance of international relations, foreign policy, diplomacy, and peace.

      1. The FCDO is to use its budget to erect Embassies of the Kingdom of Union Jacks in as many foreign countries as possible, and must invest in the maintenance of said embassies.
        1. Each Embassy of the Kingdom of Union Jacks is to follow a standardised design (the Standardised Embassy Design) as designed by the FCDO.
          1. If the Standard Embassy Design is to change, embassy designs must be changed to reflect this within one year of the change to the Standard Embassy Design.
    9. His Majesty’s Treasury is to be tasked with allocating Budgets for each Department and ensuring no Department is significantly over- or under-allocated.

      1. The total Government Budget must not exceed one hundred per cent of the KUJ’s Gross Domestic Product (GDP) as measured by nonpartisan and unaffiliated groups.
      2. No one Department is to receive a Budget higher than seven point five per cent of the KUJ’s Gross Domestic Product (GDP).
      3. The government Budget is to be reviewed at the beginning of each calendar year, with factors such as Department activities, inflation, GDP changes, and any other factor the Treasury considers to be important.
    10. The Home Office is to be tasked with the allocation of Citizenship, the issuing, reissuing, and revocation of Passports, the issuing, reissuing, and revocation of Visas, emergency services, border protection, and intelligence.

      1. The Home Office is to use its budget to issue Citizenship to all eligible Citizens.
        1. The Home Office MUST keep track of all Citizens in a centralised manner and must not lose track of any Citizen.
      2. The Home Office is to use its budget to design Passport documents, issue them to Citizens, reissue expired Passports, and revoke Passports as necessary.
        1. Passports must use a standardised serialised Design; the Passport Design Series are to be designated ascending letters for their series (A, B, C, etc.).
        2. Passports are required to have a duration equal to ten years following the Passport’s date of issue.
        3. The Home Office may not refuse to issue a Passport to a Citizen without sufficient cause, including but not limited to a materials shortage or administrative failings.
        4. The Home Office must accept expired Passports in the process of issuing a replacement Passport.
          1. Citizens are permitted to renew a passport starting 90 days before the passport expires.
            1. If a Citizen renews a Passport, the existing Passport is to be revoked and marked as such in order to prevent its further use.
          2. Only the most recently expired Passport is to be accepted in this manner.
            1. In the case of exceptional circumstances, the Monarch is permitted to grant exceptions.
      3. The Home Office is to use its budget to issue Visa documents to foreign nationals wishing to visit the KUJ.
        1. Visas are to be structured in the following manner:
          1. A Work Visa is to be issued to individuals who wish to work in the KUJ.
            1. A Work Visa is only to be issued if the individual is able to provide proof of their future employment.
            2. A Work Visa is permitted to last between 30 days and three years.
            3. A Work Visa may be renewed an unlimited times providing the total duration of the stay does not exceed five years.
              1. The Home Office is to grant Citizenship to any individual who is no longer able to renew their Visa after the five year period has elapsed and who do not wish to return to their home country.
          2. A Holiday Visa is to be issued to individuals who wish to visit the KUJ for the purposes of tourism.
            1. A Holiday Visa is permitted to last up to 30 days.
            2. A Holiday Visa may be renewed up to two times, extending the stay for up to 90 days.
            3. Any person who works while under a Holiday Visa is guilty of visa fraud, which carries a sentence not exceeding one year in prison.
            4. Any person who attempts to work while under a Holiday Visa is guilty of visa fraud, which carries a sentence not exceeding the duration of their visa.
          3. A Temporary Visa is to be issued to individuals who wish to enter the KUJ for less than seven days.
            1. A Temporary Visa may not be renewed under any circumstances.
      4. The Home Office is to use its budget to provide Emergency Services to citizens.
        1. The Home Office is to provide an Emergency Phone Number providing police, firefighting, and medical assistance to those in emergencies.
          1. The phone numbers 999 and 112 are to be reserved for the Emergency Phone Number.
          2. Cell phone carriers MUST provide routing of Emergency Phone Number calls to all individuals, including non-subscribers, free of charge.
          3. Cell phone carriers MUST provide at least 99.999% up-time for this service.
            1. Failure to meet this up-time goal is to be enforced with a fine of £100,000 per unrouted call above the threshold.
        2. The Home Office is to invest in modern technology to improve the speed, reliability, accuracy, and location tracking of the Emergency Phone Number.
          1. No investment in technology may affect the up-time of the Emergency Phone Number service.
      5. The Home Office is to use its budget to protect, enforce, and maintain the border between the KUJ and its neighbouring countries.
        1. The Home Office is to operate a Border Force tasked with achieving this goal.
        2. The Border Force is permitted to tighten or loosen border control or entry requirements in response to geopolitical occurrences.
        3. The Border Force is permitted to erect temporary or permanent structures such as fences along the KUJ border.
      6. The Home Office is to use its budget to fund the operation of the Directorate of Military Intelligence (“Military Intelligence”), an intelligence organisation.
        1. Military Intelligence is to be split into numbered Military Intelligence Sections in the following manner:
          1. MI5, the Security Service, is to be tasked with counterintelligence and covert security operations.
          2. MI6, the Secret Intelligence Service, is to be tasked with confidential intelligence operations.
        2. Military Intelligence may not employ non-KUJ nationals.
          1. Any individual who holds or previously held foreign citizenship is ineligible for employment in Military Intelligence.
        3. Military Intelligence employees are not permitted to discuss the details of their employment with any individual who is not an employee of Military Intelligence.
          1. Military Intelligence employees may not discuss their work with Military Intelligence employees of a different Section to theirs.
          2. Married Military Intelligence employees are permitted to discuss the details of their employment with their partner; partners may not discuss this information with anybody else.
      7. The Home Office is to use its budget to construct, operate, and maintain Fire Departments.
        1. Fire Departments are to be tasked with fighting fires within their assigned area.
        2. No individual Fire Department is to be assigned an area too large for the Fire Department to handle. This is determined by its staffing, vehicles, etc.
        3. Fire Departments are permitted to collaborate with other Fire Departments in cases of dire emergency when such help is required.
        4. Fire Departments are to be designed such that a Fire Engine may be operational within ten seconds of being required.
          1. An Exception is to be granted if services are required while a Fire Engine’s water tank is being refilled.
        5. The Home Office is to use its budget to construct, operate, and maintain Fire Hydrants, which provide water to Fire Engines on demand from the municipal water supply.
    11. The Ministry of Defence is to be tasked with the operation of the KUJ’s military.

    12. The Ministry of Justice is to be tasked with executing judicial operations and operating the prison system.

    13. The Charity Commission is to be tasked with tracking and regulating registered charities.

    14. The Competition and Markets Authority is to be tasked with regulating the free market to prevent monopolistic behaviour.

    15. The Crown Prosecution Service is to be tasked with providing legal advice pertaining to prosecution.

    16. The Food Standards Agency is to be tasked with inspecting establishments selling food and beverages to the public to ensure safety standards are met.

    17. His Majesty’s Revenue and Customs is to be tasked with the collection of taxes from individuals and corporations and the prevention tax evasion and to handle .

      1. HMRC is to use its budget to establish a Minimum Wage for persons aged sixteen and up.
        1. HMRC is required to enforce the Minimum Wage by prosecuting companies that fail to pay wages higher than the National Living Wage.
    18. Companies House is to be tasked with the tracking, management, and administration of publicly registered companies in the KUJ.

      1. Companies House is required to use its budget to keep an up-to-date register of all companies that are trading in and based in the KUJ.
      2. The exact nature of companies and their operations is to be defined in the Companies House Act, to be signed alongside this Constitution.
        1. The Companies House Act may not be repealed without amending the above clauses.

Section II: Budgeting

  1. Budget overruns (i.e when a Department exceeds its allocated budget) are handled in the following manner:
    1. Overruns of >5% of a Department’s budget will automatically trigger a Treasury investigation.
      1. If the Treasury finds that misconduct has occurred, it must inform the Monarch.
    2. Overruns of >15% of a Department’s budget will automatically trigger an automatic suspension of the Head of that Department.
      1. Said Department must then be brought under the control of the Monarch.

Article VI: Succession and Regency

  1. When the Monarch dies, a successor is selected in the following set of procedures, in order of the below description:
    1. The Monarch may publicly name a Successor during their lifetime.
    2. If no Successor was named and/or the named Successor is not alive, then the Monarch’s oldest child is to be the Successor.
    3. If the Monarch has no children, then the High Court must proceed with the Emergency Succession Procedure.
  2. The Emergency Succession Procedure is as follows:
    1. The High Court must select a Cohort of people of able-bodied Citizens of diverse backgrounds and good Character and split them into two groups equal in size.
      1. No Citizen of either cohort may be related by blood nor be employed to or an employer of any other Citizen in the Cohort.
      2. No Citizen in the Cohort shall be a member of a political Party that holds more than one Seat in Parliament.
      3. The High Court is to use whatever method of selection it sees fit, provided that it meets the requirements as have been laid out.
      4. The Cohort must be split into two groups in a random manner.
    2. The High Court is to perform a Referendum allowing all Citizens of the Country to select one member of each group in the Cohort.
      1. The Referendum must be fair and free and must not have any restrictions or limitations put in place regarding who can vote, nor should one have to meet any conditions in order to vote.
    3. As soon as the Referendum ends, the Citizen in the first group of the Cohort with the most votes and the Citizen in the second group of the Cohort with the most votes must both sword duel each other until one or the other yields, cannot continue duelling, or is slain.
      1. Neither Citizen shall be held liable for any harm caused to each other during the duel.
    4. Once the sword duel is over, the High Court must crown the winner as the Monarch.
  3. The Monarch may, at any point, negotiate with any other Nation in order to become a territory of that Nation, which would thereby make all laws of the Country, including this Constitution, null and void, and all citizenship of the Country would be transferred to the Nation.
    1. The High Court is permitted to first require a Referendum to be passed on the matter, which would require a majority voting in favour of the Dissolution in order for said Dissolution to happen.

Article VII: Defence Policy

  1. The Monarch is the Supreme Commander of all branches of the Military.
  2. The Military is to consist of the Army, Royal Air Force, and Navy.
    1. The structure of each Branch is to be determined by statute, either self-sufficiently by the Ministry of Defence or through the passing of Acts.
  3. The Monarch has the sole authority to declare war and make peace with any nation.
  4. Military expenditure is to be authorised by His Majesty’s Treasury.
  5. The Monarch has the sole authority to deploy the Military internally in order to resolve civil unrest, deal with acts of terrorism, perform natural disaster response, or to enforce borders.
  6. The Monarch has the sole authority to deploy the Military internally and/or externally to help provide humanitarian aid.
  7. The Monarch has the sole authority to abruptly end deployments as described in §5 and §6 for any reason.

Article VIII: Legal Process and Structure

Section I: Structure of Judicial Systems

  1. The court system, managed by the Crown Prosecution Service, is to consist of a High Court and a Magistrates Court.
    1. The High Court is to deal with serious criminal offences, the interpretation and upholding of the Constitution, and Magistrates court appeals.
    2. The Magistrates Court is to deal with minor criminal offences, civil disputes of less than $1,000, and preliminary hearings.
  2. Judges are to be appointed by the Monarch.

Section II: Treason

  1. Any entity who attempts to overthrow the Monarch or Government, including but not limited to armed rebellion, insurrection, shall be guilty of treason.
  2. Any entity who attempts to provide aid, intelligence, or any other form of assistance to any country currently at war with the Country shall be guilty of treason.
  3. Any entity who kills, attempts to kill, grievously harms, or attempts to grievously harm the Monarch shall be guilty of treason.
  4. Any entity who attempts, by force or otherwise, to unlawfully take control of the Monarchy shall be guilty of treason.
  5. Any entity found guilty of treason shall be subject to punishment as decided by the Monarch.
    1. The Monarch reserves the right to grant clemency if they believe the conviction is unfair or unlawful.
    2. Upon conviction of treason, the protections of Article II shall not apply to sentencing, and the Monarch may impose any punishment deemed appropriate, including but not limited to death or exile.

Article IX: Miscellany

  1. The official name of the country is to be the “Kingdom of Union Jacks”.
    1. The abbreviation “KUJ” is permitted.
    2. Official communication must not use any alternate names in any context, except when it is clear that the name is not official.
    3. Citizens may not be prosecuted for § 10.1.2 in the case of protected free speech, e.g for satirical effect.
  2. The official flag is to be the Union Jack.
    1. No other flag is to be flown in official functions except when it is placed alongside the Union Jack for diplomatic reasons, e.g in embassies.
    2. The flag’s official colours are to be red (Pantone 186), white, and blue (Pantone 280).
  3. The national anthem is to be “God Save The King”.
    1. Alternatively, “The Internationale” (specifically, the Billy Bragg rendition) may be used in official functions.
    2. If the Monarch requests a different anthem to be used in an official function, it may instead be used.
  4. The official demonym of the people of the Country is to be “British”.
